Jill Russell, SPHR, Principal and Co-Founder
With over 20 years of increasingly broad HR Management experience, Jill has trained and coached hundreds of supervisors, managers, and executives in basic and complex employment skills and techniques to decrease legal exposure, and increase employee relations and productivity.
Jill specializes in management and employee relations, investigating and resolving discrimination claims, executive and management level hiring and optimum performance systems, leadership skills training, and in facilitating consensus and organizational leadership initiatives with boards of directors for non-profit organizations. She also serves as an expert consultant to law firms engaged in employment litigation.

Robert Russell, SPHR, Principal and Co-Founder
Robert has over twenty five years of successful Management and Human Resources experience. Robert co-founded TPO in 1991 and provides ongoing services including employment workshops, policy development and management/employee relations consulting to TPO members and clients. His management and supervisory training programs have been presented to scores of organizations, large and small, and he provides expert consultation and training on all aspects of management, including terminations. Called upon by law firms throughout the state, Robert specializes in conducting investigations into allegations of sexual harassment and other types of discrimination. He has conducted dozens of such investigations and is extremely effective in providing expert evaluations and resolution of harassment and discrimination claims.

Melissa Irwin, SPHR-CA, Senior Consultant/ Training Specialist
Melissa is a nationally certified Senior Professional in Human Resources and earned a BS in Business Administration from CSU-Sacramento. She is versatile in her presentation and facilitation techniques, and is equally comfortable discussing employment regulations as well as communication and leadership techniques with both employees and key managers.
Melissa has a generalist’s perspective of Human Resource Management and works with business owners and managers offering a broad spectrum of consulting services: from the auditing of current and desired practices, to the identification of areas of exposure and opportunity, to the development, implementation and ongoing support of sound employment policies and practices.

LaTonya Olivier, SPHR-CA, M.Ed., CCP, Senior Consultant
LaTonya has over 20 years of combined consulting and internal HR Executive experience. She has directly worked for employers ranging from divisions of large publicly owned corporations to small entrepreneurial enterprises. She has also worked in both the private and public sector as an HR Leader.
Her undergraduate degree is in journalism from Texas A&M University and her Master’s Degree is in Adult Education and Human Resource Development Leadership from The University of Texas at Austin. She has also completed all but her dissertation towards her Ph.D. in Educational Policy and Planning.

Angela Capra, Consultant
Angela has 15 years of HR experience working with small, medium, large companies, start-ups, non-profit organizations, financial institutions, unions and government agencies. For the last 7 years Angela has been a manager in the HR Outsourcing world. She developed and managed HR departments for over 45 organizations in a multitude of states and industries.
Angela brings expertise in project leadership on multiple HRIS systems development, set-up and conversions. She has expertise in acquisitions, RIF’s and company closures. Angela holds an Associate’s Degree in Legal Administration. She will be obtaining her SPHR certificate in December 2010.

Blanca Corcoles, Administrative Services Manager
Blanca came to TPO with four years of experience as an Administrative Assistant/Receptionist in the Public Defenders Office in Santa Cruz, where she learned and perfected her people/client and business management skills. Now an essential part of the TPO staff, she is responsible for making the operation flow smoothly and efficiently. Blanca is the pleasant voice you hear when you call TPO, who will assure that your call is routed to the appropriate consultant and that you get assistance with your questions in a timely manner. She is always willing and able to assist both TPO clients and team members with their needs.
Behind the scenes, Blanca maintains and troubleshoots TPO’s website, computer network, data base, phone systems, and general office equipment. She coordinates training and conference registrations, program logistics and materials. Blanca participates in the production and delivery of client projects, business development activities, and facilitates our operation through a variety of essential administrative and client support activities.

Brian Pratt, Director of Investigative Services PI-19075
Brian has been a licensed Private Investigator since 1996. He was born and raised in Carmel, CA, served four years with the 82nd Airborne Division, and retired from the Monterey Fire Department. He has provided expert investigative and security support to scores of public, private and nonprofit entities in his capacity as President of Solutions Investigative & Consulting Services.
As TPO’s Director of Investigative Services, Brian applies his years of experience combined with the latest technology to oversee all TPO client investigations including alleged harassment, discrimination and malfeasance. As a risk management and loss prevention specialist, he investigates and analyses root causes, patterns and trends to reduce exposure and liability – and then recommends corrective actions.

John Hall, VP Business Development/Consultant
John is an international executive with over 30 years of combined HR, Business Development and consulting experience. His approach to all HR issues starts with an understanding of the client’s organization and how HR can be tailored to meet the specific needs and challenges of the wider business.
His experience covers the public and private sectors, manufacturing, engineering, high-tech, the financial sector and business services. He has held numerous HR leadership roles, from individual positions responsible for small business entities to HR VP positions managing large global teams of over 200 HR professionals. He has consulted with organizations expanding their businesses into new geographies and with HR organizations looking to improve their hiring, employee retention and employee relations processes.
